This has become a helluva slippery slope.
0 to 10 budgies in 25 months.
They are in this big beautiful Prevue F050 aviary.
They’ve created their own micro-culture.
Is this a proper budgie cage set up?
First of all you do not indicate the bird’s lifestyle.
Will this be a solitary bird who spends a lot of time in the cage or will the bird be out of the cage a lot and basically used for sleeping?
One of the challenges of keeping nine budgies in a single aviary is identification.
So here are some notes that we made to help even ourselves keep everyone straight.

In about 24 months our household has gone from 0 to 9 birds.
Six budgies (2 males/4 females), a female Senegal (surgically sexed) and a male African ringneck (males have the ring).
I fondly call the budgies my little hooligans who have their own cage as does Peaches our 9 year old female Senegal and Keto the newest member to our family, the 17-year-old male African ringneck.

His wings are not clipped mind you and I’m not against doing it if it will help.
